Sidewalk holes

While out running, I've noticed a lot of sidewalk slabs in West Hartford have holes drilled in them. Most have vegetation seeping out, though some are filled with cement. What is the purpose of this? Drainage? Is it to help level the slabs? I've never seen these holes in other sidewalks. Is this common in other places?

The holes fit the pins of a power lifting device that can lift the slab, allow repairs to the foundation and then place it back.

Good to know! Glad I posted about it. Now I have an answer. You'd be surprised how hard it was to find this answer online. Thanks for the insight.

The holes were part of an experiment to fix uneven sidewalk slabs about 10 years ago. The holes were drilled and concrete pumped in through them to rebalance the sidewalk. No power lifting device. The town abandoned the experiment, the holes remain.
